Sunny Isles Beach withdrew a resolution to appoint Susan Simpson as permanent city manager and added a proposal to name her interim city manager for consideration at the City Commission's Thursday, Oct. 15, meeting.

The original resolution, item 9.R on the meeting agenda, called for Simpson's appointment under Section C-3.1 of the city charter and directed the city attorney to negotiate an employment agreement.

That item was marked withdrawn.

The commission's agenda instead included an add-on resolution, item 9.T, proposing to appoint Simpson as interim city manager. The resolution addressed the powers and duties of the position and compensation for the interim appointment.

Mayor Svechin was listed as the sponsor of both resolutions.

The change shifted the proposal from a permanent appointment to a temporary one. However, the published agenda does not establish whether commissioners approved the interim appointment or what terms they ultimately adopted.

City manager transition follows September meeting

The Oct. 15 agenda also included a proposed separation agreement involving Stanley E. Morris, listed as item 9.Q.

The agenda did not establish the final terms or approval status of that agreement.

The proposed leadership changes followed a special commission meeting Sept. 29 called specifically to discuss matters concerning the city manager.

According to the city's event listing, the meeting was scheduled for the David P. Samson Commission Chambers at the Sunny Isles Beach Government Center.

Several items on the Oct. 15 agenda also referred to an acting city manager, indicating that the city had been operating under a temporary leadership arrangement.

The published agenda did not explain why the permanent appointment resolution was withdrawn or replaced with an interim proposal.

Commission considers seawall and public safety spending

The Oct. 15 agenda also included several infrastructure and municipal services contracts.

An add-on resolution proposed a first amendment to the city's agreement with YC Group LLC for the Bella Vista Seawall Replacement Project, with spending not to exceed $124,544.88.

Another item sought to ratify an agreement with Millenium Products Inc. for the removal and relocation of the city's automatic license plate reader infrastructure from Florida Department of Transportation rights-of-way.

The proposed agreement carried a maximum cost of $173,156.50.

Commissioners also considered an amendment to the city's landscaping services agreement with Visualscape Inc., with an amount not to exceed $1,450,593.

A separate item involved a first amendment to the city's agreement with Keith and Associates Inc. for civil engineering and landscape services related to the Town Center Park playground area.

The amounts listed on the agenda represent proposed contract authorizations and do not, by themselves, establish that the commission approved the expenditures.

Final appointment and contract votes require confirmation

The agenda identifies the withdrawn permanent appointment and the proposed interim replacement but does not provide a complete record of the commission's deliberations or final votes.

Meeting minutes or a recording of the Oct. 15 session would be needed to establish whether Simpson was formally appointed interim city manager, whether the Morris separation agreement was approved and which infrastructure contracts received authorization.

The city makes meeting records available through its public meeting system. Residents may also request documents from the city clerk's office at 305-792-1703 or [email protected].
